Francisco J. Domenech, Esq. was born in San Juan, Puerto Rico, on April 29, 1978. He is married to Veronica Ferraiuoli-Hornedo, Esq. with whom he shares two daughters.
Since January 2025, Domenech serves as the Chief of Staff of Puerto Rico's Government (Secretario de la Gobernación, in Spanish) and as the Executive Director of the Puerto Rico Fiscal Agency and Financial Advisory Authority (AAFAF, by its Spanish acronym). As the principal advisor to Governor Jenniffer González Colón, he is responsible for coordinating and supervising the operations of the executive branch and the cabinet, implementing Governor González Colón's public policy, and overseeing the state budget, as well as fiscal and financial matters through AAFAF.
A double graduate of the University of Puerto Rico, Río Piedras Campus, Domenech earned his Bachelor of Arts in Political Science, Cum Laude, in 1999, and later, in 2003, obtained his Juris Doctor degree from the UPR School of Law. In 2002 he also attended University College London Faculty of Laws. During his years at UPR, he actively participated in student government, serving as President of the General Student Council of the university during the 1999-2000 academic year. Since 2004, Domenech has been admitted to practice law in Puerto Rico and is also admitted to six different federal courts
